The purpose of NASA EPSCoR is to establish research programs that will make significant contributions to the strategic research and technology priorities of one or more of the three NASA Mission Directorates, Office of the Chief Technologist and/or one or more of the ten NASA Field Centers, and contribute to the overall research infrastructure, science and technology capabilities, higher education, and economic development of New Mexico. NASA EPSCoR is to support emerging research programs in the state, it is not intended to support fully mature programs.
If you intend to propose please email a 2-page Pre-Proposal no later than noon; Monday, March 4th. to kcoogler@nmsu.edu.
Your Pre-Proposals should be prepared with the intention of submitting a full proposal under the Open Solicitation listed above.
Please read the entire Open Solicitation before determining whether you will submit a 2 page Pre-Proposal.
Pre-Proposal elements should include:
- Research title
- Program description
- Indicate alignment with a NASA research priority
- Explanation of how the current proposed research fites into the strategic plan for NASA EPSCoR-related research in the jurisdiction
- List of collaborators (please be aware you must include a NASA collaborator - name and contact information). A strong letter of support from NASA collaborator highly recommended. If you need help finding a collaborator I will work with you to find one.
- Budget justification: brief description of how the proposers will seek follow-on funding and provide required 50% matching funds. Indicate your team can do the work proposed within the $750,000 budget and the 3 year time period.
- Indicate your university's commitment to provide matching funds by providing a one page letter from your Vice President for Research or appropriate university official. This letter will not be counted in the 2 page Pre-Proposal. No Pre-Proposal will be evaluated without this letter.
Once we receive the Pre-Proposals, the New Mexico NASA EPSCoR Technical Advisory Committee (TAC) will meet and select the project determined to have the best chance of being funded by NASA. The TAC will meet during the week of March 8th. All proposers will be notified no later than March 14th of the TAC decisions.
The members of the TAC are chosen by NMSU, UNM, and NM Tech, and are members of a statewide body of collaborators. This is a statewide program; NASA requires the lead institution to involve the statewide research universities. The full proposal is submitted to NASA where they are competitively reviewed. The role of the TAC is to assure the proposal most likely to be awarded is sent forward to NASA.

These proposals along with the Grants Handbook are useful tools to help you prepare for this announcement. Please take time to familiarize yourself with these documents if you intend to submit a proposal under this new announcement.

Pre-Proposal Evaluation:
This section is meant to help you understand the big items that will make your proposal successful not only in the Pre-Proposal process, but also help you prepare for and to write the full proposal should your project be selected by the TAC. You do not have room in a 2 page Pre-Proposal to address everyone of these items, but know you will have to address every item listed in the Solicitation should you be selected to write a full proposal.
